Full Training Plan - RTO Monitoring Requirements

Following a detailed review of the ATTP Guidelines and Program Field Services monitoring requirements it is agreed that:
- where an RTO, has prepared a Full Training Plan (FTP) as required under AQTF RTO Registration Standards (9.3 (VIII)), the Apprenticeship and Traineeship Training Program Guidelines (ATTP) and apprenticeship and traineeship approval requirements and forwarded a copy of the FTP to the employer, together with a request that the employer and the apprentice/trainee sign and return the FTP to the RTO, this would be sufficient to establish compliance with all of the above requirements so they relate to monitoring.
- a copy of such request should be retained by the RTO and made available to departmental auditors for monitoring purposes.
- such compliance would still be established notwithstanding that the employer subsequently failed to return the signed FTP, as requested.
The Commonwealth Department of Education, Science and Training (DEST) has confirmed that a Summary Training Plan signed by all parties satisfies DEST’s requirements for approval of New Apprenticeships Incentives Programme payments.
This is consistent with the arrangements which were negotiated by the Manager, Vocational Training Unit with DEST, following the introduction of training plan lodgement requirements, to avoid difficulties previously experienced in complying with DEST sign-off requirements for employer incentive payment claim forms certifying training commencement.
