School Based Part-Time Traineeships - State Training Centre Procedures

Industry Training Coordinators (ITCs) are delegated to determine applications for school based part-time traineeships – see Delegations. Unless there are special circumstances requiring special consideration by the Vocational Training Tribunal, applications to establish school based traineeship should be approved by the ITC.

Origin
A school based traineeship is a traineeship approved under the Apprenticeship and Traineeship Act 2001 being undertaken by a senior secondary school student, the successful completion of which will lead to three qualifications:

  • A nationally recognised VET qualification under the Australian Qualifications Framework (AQF)
  • A Certificate of Proficiency under the ICT Act
  • Credit toward the Higher School Certificate (HSC)

As far as the Apprenticeship and Traineeship Act, 2001 is concerned a school based traineeship is effectively a part-time traineeship. As with all traineeships it is employment based-training. A person who completes a school based traineeship will have acquired skills and competencies equal to a person who undertook that same traineeship on a full time basis.

The difference between a school based traineeship and a standard part-time traineeship is in the flexibility allowed in work and training hours to accommodate other HSC studies and examination requirements.

NoteNote: It is possible for persons attending school to undertake standard part-time traineeships independent of their schools which provide no credit towards the HSC. These traineeships are ordinary part-time traineeships and are to be dealt with under School Based Part-Time Traineeships.

Procedure for assessment

  1. Read School Based Part-Time Traineeships
  2. Enter the application on IVETS as ‘Pending’
  3. Check that the form has all the required information
  4. If it does not, return it to the Australian Apprenticeships Centre (AAC)
  5. Attach a School Based Check List to the file and complete it
  6. If the answer to all questions is YES, the ITC is to approve the application
  7. If the VTO has no provision for part-time a school based training, create and sign a Vocational Training Direction Proforma (VTD) if necessary
  8. Enter approval on IVETS. Send an approval letter together with a copy of the VTD to both the employer and the trainee
  9. If there are items where you consider the applicants may not have fully understood the requirements or you are unsure to the ability to train, contact the employer and clarify the position
  10. If the answer to any of the questions is NO, even after clarification, then the ITC is to refuse the application
  11. Enter refusal on IVETS. Send a letter giving the reason(s) for the refusal to both the employer and the trainee. This letter should also give details of the right of appeal and suggesting that appeals be lodged within 21 days
  12. Give verbal notification of the refusal to the appropriate AAC
