School Based Part-Time Traineeship Training Arrangements

Issued: 21 December 2001

The NSW Department of Education and Training, the Catholic Education Commission and the Association of Independent Schools support the implementation of part-time traineeship arrangements that provide high quality and equitable training outcomes.

School based part-time traineeships must be implemented consistent with the Part-time Traineeships in NSW Schools program’s Guidelines and Operational Procedures 2000. An extract of these is at: school.htm.

The Program identifies a limited range of traineeships that are available for the school based arrangements (schavatrains.htm). From 2001, this list will be updated on a regular basis (rather than annual) to reflect training market change, to meet the needs of employers and to support government strategies.

Payment for structured training
An important inclusion in the Guidelines is the necessity for Registered Training Organisations (RTOs) other than schools and TAFE to tender for inclusion on the Approved Providers List (APL) where the RTO is to provide structured training to trainees from government schools only.

Inclusion on the APL provides the mechanism to pay for the structured training since schools and TAFE are funded under separate arrangements. It also specifies the requirements for satisfying the Higher School Certificate.

Where the trainee attends a Catholic school, the RTO will need to enter into an agreement with the appropriate Catholic Education (Diocesan) Office specifying reporting arrangements and identify a schedule for payment for the structured training (http://www.cecnsw.catholic.edu.au/default3.asp?ID=84).

Where RTOs are providing structured training to trainees from independent schools, the RTO will need to enter directly into an agreement with the trainee’s school specifying reporting arrangements and identify a schedule for payment for the structured training.
