Process for the development and implementation of school based part-time traineeships

Phase 1: Exploration
Interest, support and commitment from all parties

Schools must ensure that:

  • there is sufficient interest, support and commitment from employers (including group training companies), students, staff, the community, and the relevant industrial parties

  • genuine employment opportunities are identified and employers
    are specified, including host employers in the case of group
    training companies

  • an appropriate industrial arrangement is available and confirmed by the employer(s).

  • the proposal aligns with the school district plans for VET provision (in the case of government schools).

The co-ordinating school needs to match the identified employment opportunities with a traineeship from the list of available traineeships, to determine whether this traineeship can be supported by endorsed HSC curriculum.

The co-ordinating school and/or employer commence promotion of the opportunity to students.

Appropriate industrial arrangement

 

Phase 2: Development

Curriculum structure to meet requirements of:

  • HSC

  • VTO

The co-ordinating school and employer identify or develop a curriculum structure that fulfils the training requirements of the Vocational Training Order (VTO) and the requirements of the HSC. HSC courses must be based on industry curriculum frameworks or TAFE delivered Vocational HSC Courses, where available. Participating schools identify the roles and structures, including timetabling, required to support the traineeship.

Co-ordination of training and employment

In general, a school with the appropriate scope of registration will deliver some of the formal training component of the traineeship. In consultation with the co-ordinating school, the employer identifies a registered training organisation to deliver the balance of the formal training component that cannot be delivered by the school.

Using TAFE as a provider of Training

Where TAFE is chosen as the training provider, the co-ordinating school and employer approach the TAFE Institute Consultant requesting delivery of the formal training component of the traineeship as specified by the VTO. The TAFE Institute Consultant identifies and confirms the appropriate college for delivery of the formal training component.

  • For delivery of a course contained in TAFE-Delivered Vocational HSC Courses for Schools, the co-ordinating school notifies the District Vocational Education Consultant.

  • For delivery of a course different from those contained in TAFE-Delivered Vocational HSC Courses for Schools, the co-ordinating school submits a Locally Designed Course proposal form to the District Vocational Education Consultant. This proposal is then sent to the VET in Schools Directorate for assessment and is then submitted to the Board of Studies for endorsement

Using private or community training providers as the provider of training

Where a private or community training provider is chosen as the training provider, the co-ordinating school and employer should liaise with a New Apprenticeships Centre to ensure that it is approved to deliver the formal training component of the school based part-time traineeship:

  • For delivery of a course contained in TAFE-Delivered Vocational HSC Courses for Schools, private or community provider submits a proposal for a Locally Designed Course to BOS before 18 December 1999 for endorsement.

  • For delivery of a combination of modules different from a course contained in TAFE-Delivered Vocational HSC Courses for Schools, the co-ordinating school will need to submit through the VET in Schools Directorate, a late proposal for a Board Endorsed Course (BEC) to BOS for endorsement.

Note: Locally Designed Courses need to be endorsed by the Board of Studies for each cohort of students.

The VET in Schools Directorate confirms in writing to the co-ordinating school the BOS endorsement of the Locally Designed Course or Board Endorsed Course.

 

Phase 3: Implementation

Promotion of a school based part-time traineeship opportunity

The employer and/or school(s) promote to students the opportunity of employment as a part-time trainee within the context of the HSC.

Recruitment of school based part-time trainee(s) by employer(s)

The employer recruits trainees through an appropriate personnel selection process.

School and other support personnel should not participate in this process.

Application to establish a school based part-time traineeship

The employer, school and training provider(s) develop a training plan. For more information on training plans, refer to Section 2, Frequently Asked Questions and Answers.

The employer and the trainee complete and sign an Training Contract. The employer lodges it with the training plan at their chosen New Apprenticeships Centre. The New Apprenticeships Centre sends the training contract to an State Training Centre for approval.

This approval triggers payment of the employer incentive from the Commonwealth Government.

Application for funding
of training

For government schools: Private or community training providers delivering all or part of the training component of the school based part-time traineeship must be issued with a purchase order from the NSW Department of Education and Training prior to the commencement of the training. Providers must contact the Department's local State Training Centre (STC) to secure the order.

Where TAFE is used as the provider, the TAFE Institute Consultant will arrange funding of the formal training component by identifying trainees on the TAFE-delivered VET in schools database.

Note: When training commences, the private or community training provider invoices the NSW Department of Education and Training through an STC.

Ongoing monitoring

Appropriate school, inter school and work monitoring arrangements are developed by all parties for both the traineeship and HSC.
